On European level Mrs Millgramm actively participated in developing the storage regulatory framework in the CEER Gas Storage TF from 2008 to 2014. Since 2014 Mrs Millgramm leads the ACER Gas Infrastructure Task Force as Co-Chair and Co-Convenor focusing on improvements of the regulatory framework for the gas infrastructure developments in Europe.

Mrs Millgramm holds a degree in Business Administration and Energy Economics from the University of Cologne, a doctoral degree in Energy Economics from the University of Cologne and a postgraduate diploma from the Kings´ College London. She started her professional career in 1990 as a research fellow at the Institute for Energy Economics at the University Cologne and was responsible mainly for gas topics.
