He founded Arbo to provide more data for the strategic decisions needed to sustain America’s ability to build and operate critical infrastructure.

By quantifying regulatory, litigation, and policy risks, Arbo delivers sharper forecasts of project timelines and costs, improved risk management, and accelerated opportunity assessment. 

Prior to founding Arbo, Chip advised industry senior leaders as an energy regulatory attorney at Morgan, Lewis & Bockius, LLP. He served with distinction as a U.S. Naval Surface Warfare Officer leading engineering divisions on ships deployed in support of Operation Iraqi Freedom and is a graduate of the U.S. Naval Academy and The Catholic University of America School of Law.
