Daniel Muwooya
Head Commercial & Business Development, Uganda National Oil Company
Mr. Daniel Muwooya is an experienced energy sector professional and has participated in the structuring and project financing of several large-scale infrastructure and trading projects, including a US$ 250 million copper and cobalt extraction & beneficiation project, the US$ 10 Billion Tilenga + Kingfisher + EACOP project, a US$ 4 billion refinery and petrochemical project, and a US$ 2 billion-a-year petroleum marketing contract.
Rakan has been with Aramco more than 16 years with wide experience in engineering and operations. He worked in multiple refining and petrochemical complexes, including leading the start-up of major complex in Malayisa in 2021. He held leadership roles in Aramco Engineering Services. He is now serving as the manager of the company’s GHG Emissions Management Division and leading Aramco’s Decarbonization Strategy and Methane Minimization Programs.
As Head of Commercial & Business Development at the Uganda National Oil Company (UNOC), Muwooya is responsible for excellence in the commercial & business development facets of all of UNOC’s projects – including upstream E&P, pipeline transportation, refinery & petrochemicals, and downstream fuel trading & marketing.
He has extensive training, knowledge & exposure to the technical, legal, regulatory, economic, and commercial aspects of the oil and gas industry in Africa – and continues to spearhead the structuring and negotiation of commercial agreements and other arrangements.
He holds a M.Sc. (Distinction) in Energy Studies from the University of Dundee; and a B.Sc. (HONS) in Quantity Surveying from Makerere University.
