Tamara Goudinoff is the Deputy Director of Oil for Mexico at Trafigura since 2011. She has a degree in Economics from the Universidad Iberoamericana, and a master's degree in regulation of public services from the University of the London School of Economics and Political Science in 1998.

From 1994 to 2001 she collaborated in Pemex Gas and Basic Petrochemicals in the area of natural gas commercialization and pipelines, during the process of liberalization of this sector, having the opportunity to actively contribute with the authorities in the development and implementation of the new regulatory scheme of the natural gas industry.

From 2001 to 2011, she worked for Gasoductos de Chihuahua, a strategic alliance formed by El Paso Natural Gas and Pemex Gas and Basic Petrochemicals, in charge of regulatory issues in the first instance and later served as Commercial Director of the company in charge of commercial and regulatory issues of important infrastructure projects such as the Reynosa – San Fernando Gasoduct and the LPG duct Burgos – Monterrey.
