Romania: A Driving Force in Europe’s Energy Market Transformation

Romania is positioning itself as a vital contributor to Europe’s energy security, sustainability, and market integration. Leveraging its strategic location, abundant natural resources, and growing renewable energy sector, the country is bridging traditional and modern energy solutions. With bold projects underway and a keen focus on diversification, Romania’s contributions to the European energy transition are gaining prominence.

 
Expanding Infrastructure for Gas Independence
Romania’s infrastructure investments are crucial in reducing reliance on single-source supplies and enhancing energy independence. The BRUA pipeline—connecting Bulgaria, Romania, Hungary, and Austria—is a cornerstone of this strategy. This 479 km pipeline facilitates diversified gas routes, supporting Central and Southeastern Europe (CESEE) with increased supply reliability.
 
Another transformative project is the Neptun Deep gas field in the Black Sea. A partnership between OMV Petrom and Romgaz, Neptun Deep is set to begin production in 2027, with an estimated output of 100 billion cubic meters of natural gas over its lifespan. This project alone could meet Romania’s domestic gas needs for over a decade, with substantial surpluses available for export to European markets.
 
 
Renewable Energy and the Biomethane Revolution
Romania is also advancing its renewable energy capabilities, particularly in the biomethane sector. The country’s largest biomethane facility, developed by DN AGRAR Group and Black Sea Oil & Gas, will produce up to 15 MW of energy upon completion. This project represents a critical step toward integrating sustainable energy into Romania’s supply mix.
 
The solar sector is thriving as well. In 2024, Econergy Renewable Energy secured €28 million to develop the 58 MW Iancu Jianu solar project, which is expected to come online in 2025. Meanwhile, European Energy gained approvals for over 500 MW of solar and wind projects, signalling robust growth in renewable capacity.
 
 
Innovative Energy Storage and Nuclear Expansion
As part of its energy transition strategy, Romania is investing in storage technologies. Through the National Recovery and Resilience Plan (PNRR), the Ministry of Energy has initiated battery storage projects with a total capacity of nearly 800 MWh. These initiatives aim to stabilise the grid and integrate intermittent renewable energy sources.
 
Romania’s nuclear sector is also undergoing significant growth. The Cernavodă Nuclear Power Plant is expanding with Units 3 and 4, backed by a €3.2 billion international investment. Upon completion, these units will substantially boost Romania’s energy production and solidify its role as a regional energy hub.
 
 
Challenges for Romania on the Path to 2030
Despite these advancements, Romania faces notable hurdles in its energy journey. A severe drought in 2024 led to a 40% decline in hydropower production, underscoring the vulnerabilities of climate-dependent energy sources. Additionally, the energy sector faces a growing threat from cyberattacks, with over 14 million incidents recorded monthly, emphasising the need for stronger cybersecurity measures.
 
Meeting EU emissions reduction targets remains a critical challenge. Romania’s reliance on coal for a portion of its energy mix complicates its path to decarbonisation. Transitioning these facilities to cleaner alternatives while maintaining grid stability is a pressing priority.
 
 
Opportunities for Market Integration and Trading
Romania is capitalising on its position as a key player in the CESEE energy market. Its gas hubs are adapting to new trading routes, such as the post-Ukraine-Russia transit shifts via Austria and Slovakia. Additionally, Romania’s participation in the Green Energy Corridor—a partnership with Azerbaijan, Georgia, and Hungary—will facilitate the transport of renewable energy from the Black Sea to Europe.
 
The growth of Romanian trading hubs is reshaping the region’s energy dynamics. With expanded storage, processing, and transmission capacities, these hubs are creating a more resilient and interconnected market.
 
 
A Vision for the Future
Romania’s energy strategy for 2025-2035, with projections up to 2050, provides a comprehensive roadmap for balancing energy security, affordability, and sustainability. By scaling renewables, enhancing infrastructure, and strengthening regional cooperation, Romania aims to solidify its role as a cornerstone of Europe’s energy ecosystem.
